Supervisory Board

The Supervisory Board is a steering committee responsible for overall management and supervi-sion of IT Park’s operations in the Kyrgyz Republic. The Supervisory Board provides recom-mendations and proposals for promoting domestic software and information technology services for the IT Park Directorate.

The Supervisory Board consists of 9 members:

  • 3 members appointed by the Kyrgyz Parliament (Jogorku Kenesh),
  • 3 members appointed by the Prime Minister of the Kyrgyz Republic, and
  • 3 members appointed by the professional trade association of software developers.

Anyone appointed to the Supervisory Board must have a university degree and managerial expe-rience of at least 3 years.

Parliament-appointed members:

  • A specialist with at least 5 years of experience in information technologies,
  • A specialist with at least 5 years of experience in economics, and
  • A specialist with at least 5 years of experience in law.

Government-appointed members:

  • A representative of the Kyrgyz Government Office (Apparatus) with at least 5 years of experience in information technologies,
  • A representative of the authorized executive body responsible for implementing Kyrgyz government IT and communications policy with at least 5 years of experience in IT and communications, and
  • A representative of the authorized executive body responsible for implementing Kyrgyz government economic regulatory policy with at least 5 years of experience in economics.

    Education: Kyrgyz National University

All members of the Supervisory Board, including Chairman, are appointed for no more than 2 consecutive 3-year terms. The Prime Minister of the Kyrgyz Republic appoints the Chairman from the board members. The composition of the Supervisory Board is subject to approval by the Prime Minister.

Responsibilities of the Supervisory Board:

  • Overall management, supervision and coordination;
  • Monitoring ITP activities, including its creation and development, and implementation of Supervisory Board’s decisions;
  • Establishing strategic goals, objectives and priorities for ITP for a minimum period of 6 months;
  • Developing proposals to promote effective development of ITP in Kyrgyzstan for the Kyrgyz Government;
  • Assisting in creating and promoting projects that employ advanced and high technologies;
  • Ensuring liaison between government agencies and local governments in relation to ITP activities;
  • Protecting rights and legitimate interests of ITP residents;
  • Assisting in attracting domestic and international investments and highly qualified pro-fessionals to the advanced and high tech sector with regard to ITP operations; and
  • Assisting in boosting exports of goods (services) and increasing intellectual property rights of ITP residents.
